Deputy Director Green Economy Energy – policy – Cape Town, South Africa

The global energy transition from traditional energy approaches into new energy forms, from centralised to decentralised systems, from economies of scale to modular, from analogue to digital and from fossil fuel intensive to renewable and lower carbon sources presents unique challenges and opportunities for South Africa and the Western Cape. This entails taking a strategic approach towards a future energy system in the Western Cape that is a secure, sustainable, affordable, low carbon and inclusive.

The Department of Economic Development and Tourism, Western Cape Government has an exciting opportunity for a highly motivated, pro-active, suitably qualified and competent individual to join the Energy unit and the Green Economy sub-programme, to operate in this dynamic, exciting and fast paced environment. The opportunity is to work as part of the team in co-ordinating and collaborating with partners to discover and develop opportunities and solutions to address both urgent short-term energy issues and long-term systemic energy issues towards a low carbon and energy resilient path for the Western Cape. This includes assistance with strategy development, stakeholder coordination and relationship management, conceptualisation and research, pre-project implementation and project management. Examples of current Energy unit projects include the Municipal Energy Resilience project, Liquified Natural Gas importation, accelerated uptake of Solar PV through innovative finance, regulation and technology adoption and energy sector and market development (e.g. Electric Vehicles and Green alternative fuels).This post is stationed in Cape Town.

Minimum Requirements

An appropriate 3-year tertiary qualification (National Diploma/B-Degree or higher qualification) in Chemical, Mechanical, Electrical or other Engineering, Finance, Economics, Sustainability or Environmental Science; A minimum of years 3 management level experience; A minimum of 5 years project management experience.


Relevant post-graduate academic qualification in energy or related field; Proven experience in Economic Development and Energy and/or green technologies sector; Theme based experience.

Duties And Responsibilities

Develop, co-ordinate and manage strategies relevant to the Green Economy sub-directorate; Develop, coordinate and implement Unit’s projects and programmes aligned to the overall Energy Strategy; Manage and co-ordinate stakeholders and institutions as it relates to overall themes and projects under the sub- directorate’s responsibility; Management of the human resources of the sub directorate to achieve the pre-determined performance indicators and service delivery imperatives; Plan the sub-directorate’s budget and manage expenditure, through responsible implementation of policies, practices and decisions in order to achieve unit objectives effectively and efficiently.

All-inclusive salary package of R 733 257 per annum (Salary level 11)

Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees’ service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.
